It means connecting a computer via HDMI and installing something like this for a TV-like experience. Websites can't, and shouldn't be expected, to know. Perhaps you three should learn more about how to use the internet instead of expecting websites to spoon-feed you everything that you don't know. What exactly is wrong with it? It's very clear to me. I see the next three comments complaining about the website. I think the three comments in this thread have it all wrong. Kodi does run as an app on other platforms including Android TV (and possibly even a Fire TV stick, but I'm not sure what the current sideloading situation looks like), but the best way to use it is probably running it on your own hardware with. If you are willing to put in some DIY work, the far better option would be something like a Raspberry Pi or other low-powered computer running Kodi or something similar. It's a general purpose extensible media player with UI. If you have them as separate files, Kodi (formerly XBMC) could do what you want. Is there a software to create a custom graphical menu of video clips, like a DVD, but with video files hosted on the computer, NOT on a DVD?
